A contract for government money or any other work shall not be given to any person mentioned below and such person shall not accept the contract:-

(a) Theft, robbery, embezzlement, extortion, forgery, fraud , who have been found guilty and sentenced for a crime involving forgery, forgery or life, or

(b) are in debt to a creditor, or

(c) are unable to pay government dues.
